Herb Steiner has produced a series of instructional materials and rhythm tracks intended for home study. His charts are among the most readable I've found anywhere.
Lap steel instructional material is particularly hard to find. I've gathered the lap and non-pedal courses from a variety of sources onto one catalog page.
Herby Wallace has written several popular pedal steel courses. Herby is a world class player, and also one of the most prolific arrangers of pedal steel instrumental music. He is a member of the Steel Guitar Hall of Fame.
Jim Loessberg has arranged many popular jazz standards for the C6th neck. Each tune is taught with standard pedal steel tablature, and includes the rhythm track and chord chart. Jim's E9th courses are listed below on this page.

Scotty's E9th Courses for Mel Bay

Mel Bay is one of the biggest names in music publishing, so it stands to reason that they would go to the center of the steel guitar world when looking for someone to author steel guitar books. DeWitt "Scotty" Scott is best known as the host of the annual International Steel Guitar Convention in St. Louis, but he is also an accomplished steel guitarist and an excellent teacher. If you want to learn pedal steel, this book will show you how. Harmonic Tune-Up

Buddy Emmons takes you through his approach to tuning up an E9th neck (open and with pedals). He advocates utilizing the natural harmonic points on your guitar's neck and tuning the guitar to itself. This is the "just" tuning method in its truest form. By using unison-pitched harmonics, the oscillating "beats" between the two sounding notes can be eliminated to achieve a finely-tuned sound. Buddy reveals where all the proper harmonic positions are for you. Because of the need to play in tune at so many positions and in numerous chords, he reveals all those proper harmonic points that provide the best overall sound as is possible for all your strings and pedal changes. He recognizes that "splitting differences" is necessary for a pedal steel to be "in tune" in every chord and pedal position.
